C4 2015 CHESS TOURNAMENT
INVITATION
The Chess Players Association of Nigeria (CPAN) have the honour of inviting all State Chess Associations, Chess Clubs, and All Chess players to participate in the Fide-Rated 3rd CPAN CHEVRON CHESS CHALLENGE (C4).
Dates: Thursday May 14th – Sunday May 17th 2015.
Arrival: Wednesday, May 13th 2015.
Departure: Monday, May 18th 2015.
Venue: Chevron Recreational Centre, Gbagada-Lagos.
Accommodation: There are lots of hotels around the venue and players will be responsible for their own board/lodging arrangements.

Thursday May 14th 2015 8-10 a.m. Registration, confirmation of entries, filling and submission of entry forms with passport photos
9 a.m. Registration closes. Any player who registers after 9 a.m. will join the tournament in Round 2.
10 a.m. Pre-tournament briefing by Chief Arbiter and Tournament Director

Rate of Play: 90 minutes + 30 seconds added on per move from move one.
Playing Equipment: Chess equipment will not be provided so Players are required to come with their chess sets and timers. Only standard, Staunton designed chess sets and DGT timers will be used.
Pairing System: Single Section (Open) with three categories (Masters, Amateur and Ladies). Seven Rounds, Swiss pairing format.
Tie breaks: Sonneborn-Berger system.
Default time: Any player who fails to show up an hour after the round has commenced automatically loses by default.
Entry Fees: All entry fees and CPAN dues should be paid into the following CPAN account;

Dress Code: Players are expected to come dressed in formal attires as our sponsors and their representatives will be in attendance. Slippers, torn jeans etc will not be accepted as the organizers reserve the right to refuse entry.
Players’Conduct: (Paraphrased from the FIDE handbook with minor additions for C4)
12.1 The players shall take no action that will bring the game of chess into disrepute.
12.2 Players are not allowed to leave the ‘playing venue’ without permission from the arbiter. The playing venue is defined as the playing area, rest rooms, refreshment area, area set aside for smoking and other places as designated by the arbiter.
The player having the move is not allowed to leave the playing area without permission of the arbiter.
12.3 a. During play the players are forbidden to make use of any notes, sources of information or advice, or analyse on another chessboard
b. Without the permission of the arbiter a player is forbidden to have a mobile phone or other electronic means of communication in the playing venue, unless they are completely switched off. If any such device produces a sound, the player shall lose the game. (CPAN advices players submit their electronic devices at the arbiters’ desk and pick them up at the end of the day after verifying ownership). The opponent shall win. However, if the opponent cannot win the game by any series of legal moves, his score shall be a draw.
c. Smoking is permitted only in the section of the venue designated by the arbiter
12.4 The scoresheet shall be used only for recording the moves, the times of the clocks, the offers of a draw, and matters relating to a claim and other relevant data.
12.5 Players who have finished their games shall be considered to be spectators.
12.6 It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area.
12.7 Infraction of any part of Articles 12.1 to 12.6 shall lead to penalties as determined by the arbiter.
12.8 Persistent refusal by a player to comply with the Laws of Chess shall be penalised by loss of the game. The arbiter shall decide the score of the opponent.
12.9 If both players are found guilty according to Article 12.8, the game shall be declared lost by both players.
12.10 In the case of Article 10.2.d or Appendix D a player may not appeal against the decision of the arbiter.
Otherwise a player may appeal against any decision of the arbiter, unless the rules of the competition specify otherwise.
Players are expected to be well behaved during the course of this event. Deals will not be tolerated and any player/players caught facilitating, offering or accepting any deals will be immediately expelled and banned from future CPAN events.
